Village is looking for consultant willing to incorporate new, innovative, best practices and state of the art approaches.  The selected consultant must provide outreach to community groups and residents, review existing land use and zoning regulations, evaluate existing identified Village documents and be capable of identifying and conveying key elements that define the character of the Village.  Demonstrated use of technology to present data and analysis is important. Consultant will meet with and report to Village's Comprehensive Plan Committee.

Village anticipates work to prepare and adopt will be over one and a half years.  Process shall meet requirements of Section 7-722 of New York State Village Law.  Phase One:  develop and draft Comprehensive Plan, ready for review pursuant to New York State Environmental Quality Review Act (SEQRA).  Time frame:  January to September, 2009.  Phase Two:  SEQRA review, presentation to Board of Trustees, revisions, preparation of required zoning updates.  Time frame:  from completion of Phase One through middle to late 2010.

Project Summary
The SR 285 North Wenatchee Avenue Transportation Master Plan will provide a comprehensive and strategic blueprint for improving transportation along and across the North Wenatchee Avenue corridor, balancing regional traffic and transit mobility with community development and land use planning objectives.

The Plan will identify short-term improvements with a finance plan and implementation strategy, targeting the immediate corridor and study area.  The Plan will also evaluate and identify long-term improvements, including potential creation of alternate regional transportation corridors, as necessary to achieve the mobility and community development objectives for the North Wenatchee Avenue corridor.

Sound technical and policy analysis applying state-of-the-art transportation and community planning concepts, along with strong, ongoing community and stakeholder engagement will be the cornerstones of the project.

Metcalf Corridor Form-Based Code

The City of Overland Park, KS Department of Planning and Development Services is inviting statements of qualifications from highly qualified firms in support of a form-based or hybrid code.  Overland Park (aprox. pop. 175,000) was recently ranked by Money Magazine as America's 9th best city to live in.  Abundant outdoor amenities and economic vitality contribute to the city's high quality of living (http://www.opkansas.org).  Steady development over the last several decades and the city's increasing population has provided an opportunity for major redevelopment in the Metcalf corridor. 

Vision Metcalf is a visionary plan for the redevelopment of one of the city's primary retail, office, and residential corridors (http://www.opkansas.org/_Gov/Vision_Metcalf).  A form-based code will be used to implement the Vision Metcalf plan and invite redevelopment along the Metcalf corridor in five subareas.  Primary importance will be given to the Downtown Overland Park subarea; the implementation of additional nodes will be negotiated with the selected firm.

Qualified firms will have worked extensively with form-based codes (or similar implementation devices) and public participation, as well as exhibit knowledge of redevelopment plans and mass transit.   The chosen firm will be expected to work closely with staff from inception to adoption of the code, including the development of a regulating plan, building envelope standards, and street cross sections.

Restructuring of the Zoning Ordinance

The Charlotte-Mecklenburg Planning Department invites firms to submit their qualifications to provide professional consulting services to produce a reorganized and recodifed Zoning Ordinance that is structured for readability and ease of accessing information, both in hard copy and in a digital version.   This effort will not change the existing content, standards or regulations.

The City of Charlotte's zoning ordinance includes traditional or conventional zoning provisions that date back as far as the 1950's, as well as performance criteria.  The ordinance has evolved over time, with urban design standards and a variety of new zoning districts added.  These include districts for mixed-use and transit oriented development, as well as pedestrian overlay districts and historic overlay districts.

The last major overhaul of the ordinance was begun in the late 1980's and ended with adoption in 1992.  Over the subsequent years, the zoning ordinance has been amended numerous times to resolve conflicts, add new provisions, add flexibility, and ensure consistency with North Carolina statutes.

The multiple changes to the ordinance have made it difficult to find information and hard to read, both for external and internal customers.  In addition, the digital version is cumbersome to navigate and lacks links needed to move quickly from one section to another.

This project will be split into two distinct phases. The first phase will be an assessment of how best to reorganize and recodify the current zoning ordinance.    The second phase will result in reorganization and recodification of the zoning ordinance, utilizing existing code standards.  This phase will also include creation of a digital version of the ordinance with hyperlinks between sections to allow users to easily navigate through the ordinance, and other improvements related to readability and ease of accessing information.

Detailed Project Description
Phase 1 — Assessment of Zoning Ordinance Organization/Format

At a minimum, the consultant will be required to: 

  • Meet with internal and external stakeholders to gather feedback on the current structure of the ordinance and make suggestions about how to improve organization and format of the existing ordinance, etc.
  • Produce an assessment of the City's current zoning ordinance organization and formatting based on input from internal and external stakeholders, as well as the consultant's analysis.
  • Develop alternative outlines/concepts for reorganization and reformatting of the ordinance, including the pros and cons of each.
  • Work with staff to develop a recommended organizational and formatting structure for the ordinance.
  • Present the new structure to both internal and external stakeholders and gather feedback.
  • Finalize and provide a digital recommendation for reorganizing and reformatting the ordinance based on Planning staff feedback.

Phase 2 — Reorganization of Ordinance and Adoption of Reorganized Ordinance

At a minimum, the consultant will be required to: 

  • Reorganize the existing zoning ordinance text, placing the existing text into the new ordinance outline.  This will require use of a system to track all changes to the ordinance.
  • Make changes to language and format based on the recommendations developed in

Phase 1.  This will also require tracking of changes.

  • Review the changes with Planning Department staff, indicating any conflicts or issues with the text.  After meeting with staff, revise as needed.
  • Present the draft of the restructured ordinance to both internal and external stakeholders and gather feedback.
  • Based on discussions with Planning staff, finalize the draft ordinance.
  • Produce a digital version of the ordinance that includes hyperlinks between sections to make the ordinance more user-friendly, and searchable.
  • Make presentations, as needed, to the Planning Commission, Economic Development and Planning Committee, City Council, etc.   These presentations will show how the document has changed, reaffirming that no regulatory changes have occurred.  

Project Schedule

Phase I is expected to begin in January, 2009 and be completed by May, 2009.

Phase II is expected to begin in June, 2009 and be completed (including a 4-month adoption process) by January, 2010.

Richland Village Redevelopment Project
Buena Vista Township, Mays Landing, New Jersey

GENERAL PROJECT DESCRIPTION
Richland Village is located in the eastern portion of Buena Vista Township, Atlantic County, New Jersey and is predominantly oriented along the Harding Highway, U.S. Route 40 corridor, in an east to west axis, and serves as the mid-point between the Delaware River and Atlantic City.  The existing character features a combination of commercial / retail uses extending on either side of the corridor with the majority of the residential development located within the remainder of the Village area.  Richland Village is a small, rural community which takes great pride in its community and maintains a strong interest in preserving the rural character that symbolizes the area's historical significance.  Beyond Richland Village being in an advantageous proximity to the shore region is the fact that it is a Pinelands Village within the Pinelands National Reserve and is identified by the Pinelands Comprehensive Management Plan as a traditional community, which is appropriate for infill development, including commercial uses which will be compatible with the existing character of Richland Village.

While the Richland Village Redevelopment Project area consists of approximately 192 acres, Buena Vista Township has identified a priority area for the initial phase of anticipated redevelopment activity of approximately 16 acres of Township-owned lands which are located predominantly on the south side of U.S. Route 40, between Cedar Avenue and Main Avenue, around an existing rail line.  The desired type of redevelopment will blend in with the already established railroad-themed buildings and character of the area which has been initiated by Buena Vista Township.

SCOPE OF WORK
Buena Vista Township is seeking a developer to prepare all necessary plans and documents as relating to the design, construction and implementation of the Richland Village Redevelopment Plan within the priority area and in concert with the established theme of railroad style designed commercial/retail buildings, structures and uses currently existing within Richland Village.  Additionally, the Township is looking for redevelopment which will not only incorporate "smart growth" planning principles but also incorporate village design characteristics, pedestrian walkways and connections, and improvements to U.S. Route 40 which will further traffic calming concepts as promoted by the NJ Department of Transportation.  The Richland Village Redevelopment Project will also require infrastructure improvements to the area, which shall be consistent with the needs of the anticipated development and the remainder of the Village area.

The anticipated new commercial/retail development will be subject to the Richland Village Redevelopment Plan and the Richland Village Design Guidelines, prepared by Karabashian Eddington Planning Group, LLC and design recommendations included in a Traffic Calming Study of U.S. Route 40, prepared by Urban Engineers, Inc.  Additionally, any development within the Richland Village Redevelopment Project area is subject to the requirements of the Pinelands Commission, Comprehensive Management Plan and design recommendations of the Land Use & Technology Programs staff of the Pinelands Commission as well as any other Local, County, State and Federal agencies as deemed necessary.

PROPOSAL DEADLINE
Sealed proposals shall feature a label with the title "Richland Village Redevelopment Project", and shall be submitted to the Township Clerk's Office, Buena Vista Township, P.O. Industrial Park Access Road
Great Falls Development Authority, Great Falls, Montana

Great Falls Development Authority, Inc. is working in conjunction with a land developer to create an industrial park with mixed use possibilities. The Great Bear Innovation Park is located in the northeast section of the City of Great Falls, Montana in Cascade County.  The site is adjacent to the Archer Daniels Midland Malt Plant and U.S. Highway 87.  (See attached map).  The purpose of this park is to have "shovel ready" sites for commercial development.  "Shovel Ready" is defined as appropriately zoned development sites with sewer, water, power; redundant telecommunications service capacities and access to rail, if needed to support a wide array of businesses in the park.

At this time there is no clearly defined access road into the Park.  Our objective is to create a preliminary design and cost estimate for a boulevard style public main entrance road that meets City of Great Falls standards.  This road will service the 1400 acre industrial park. The design and cost estimates will be used to obtain Federal, State or other funding for the road.

SCOPE OF WORK
The Great Falls Development Authority, Inc. is requesting proposals for preliminary design and cost estimates for the Park Boulevard.

  1. The preferred alternative, connecting Highway 87 at the existing driveway in between the Archer Daniels Midland Malt Plant and the Montgomery Energy property to Black Eagle Road, approx. 3,500' in length including options for an at grade rail crossing, an overpass or a below grade crossing.
  2. The second alternative, connecting at Highway 87 and Black Eagle Road, north of the Malt Europe Plant.  This alternative will include cost estimates for land acquisition for the right of way.
  3. The third alternative, connecting at Highway 87 in the vicinity of 33rd Avenue NE to Black Eagle Road.  This alternative will include a cost estimates for land acquisition for the right of way.

The engineering firm will coordinate and communicate with City of Great Falls Planning Department, City of Great Falls Public Works Department, Cascade County Planning office and Montana Department of Transportation (MDOT) – Great Falls Division Office.

The firm or consultant shall have the following skills, expertise, knowledge and qualifications: 

  • Road & bridge planning/design.
  • Personnel assigned to perform the work (including sub consultants) with actual Road & bridge planning/design.
  • Specific work experience on similar projects.
  • Work experience with business/industrial park development preferable.

Area Character Appraisals

The City of Charleston, South Carolina  is requesting proposals from professional planning, preservation, and/or architectural firms to prepare Area Character Appraisals (ACAs) in several historic neighborhoods both on and off the Charleston peninsula.  Charleston's recently-completed Preservation Plan recommends Area Character Appraisals be conducted on a neighborhood-by-neighborhood basis in order to define an existing area by "focusing on the unique character, architectural style, building forms, landscape resources, and cultural resources that make up the streetscapes and blocks."  

The neighborhoods that will undergo Area Character Appraisals are diverse and range from those whose origins date to the early to mid-19th century to those that date to the mid-20th century.  The information gained from the ACAs will be used in future planning and preservation efforts within the City.

Introduction and Overview
The Long Island Regional Planning Board ("LIRPB") is inviting proposals to provide professional services in connection with its reorganization and start–up operation as a Regional Planning Council pursuant to Article 12-B of New York General Municipal Law. The Long Island Regional Planning Council (referred to herein as the "LIRPC" or the "Council") is created as Regional Planning Council pursuant to NY GML Section 239-h. and is a collaboration of the County of Nassau and the County of Suffolk. Both Counties have adopted resolutions to create the LIRPC, setting forth the terms and conditions of the collaboration. Resolutions are presently before the respective County Legislatures to appoint the members of the Council, as well as authorize an inter-municipal agreement to implement and fund the work of the Council. The LIRPC is an agency of the Counties for the purposes of Sections 103, 104 and Article 18 of Chapter 24 of NY GML and Articles 6 and 7 of NY Public Officers Law. Once creation is completed and appointments effective, the Council will also adopt By-Laws governing its operation, to be approved by the Counties, consistent with the terms and conditions of the collaboration.

In sum, the LIRPC will exist and operate in accord with the Section 239-h. of the NY GML and have the powers and duties set forth therein. The goal of this solicitation is to engage qualified professional services to provide accounting and financial advisor services to the LIRPB to reorganize itself and start-up operation as the LIRPC to assure compliance with all applicable law, including specifically NY GML, as well as the terms and conditions of the collaboration between the Counties.

Scope of Services
The services to be provided shall include, but may not be limited to, the following;

  • Advising the LIRPB on the tasks necessary to begin operation as the Council.
  • Assisting the LIRPB in performing and completing these tasks, such as acquiring a tax identification number, establishing appropriate bank accounts, establishing employee benefit enrollment programs and providing for payroll services.
  • Completing any necessary filings and submittals to inaugurate operation of the LIRPC.
  • Advise the Council, specifically its Treasurer, with respect to duties and obligations to comply with all applicable law and regulation.
  • Work with the Council and the Counties to establish a funding and claim voucher system for proper payment and accounting of all funds of the Council.
  • Assist the Council and its Treasurer respecting the official undertaking conditioned for faithful performance in accord with NY GML Section 239-h. 3. (h)
  • Assist the Council with respect to establishing and providing process and procedures to receive and expend public and private funds and grants, denotations or subsides.
  • Assist the Council in establishing best accounting, record keeping, claims and payment policies, practices and procedures, and an overall internal finance control structure that will be subject to an annual financial audit by a Certified Public Accountant, as required by the NY GML.

The Town of Bedford is soliciting proposals from experience, qualified professional firms or teams to provide the necessary services related to providing a complete Master Plan Update.  These services are expected to begin in November 2008 and are to be completed by the spring of 2010.  All responses to this RFP must be received in a sealed envelope and clearly marked "BEDFORD MASTER PLAN PROPOSAL" by 4:00PM, on October 14, 2008 to be eligible for consideration.

Big Sky Economic Development Authority (BSEDA) has been awarded a U.S. EPA Brownfields Assessment grant to assess potential hazardous substance and petroleum contamination brownfields sites in Billings, Montana. The targeted area is the East Billings Urban Renewal District.  BSEDA requests proposals for environmental consulting services to provide public education and information, as well as Phase 1 and Phase 2 assessments and cleanup planning. Work must comply with all applicable requirements of the U.S. Environmental Protection Agency, and must be completed by July 2011.

Transportation Feasibility Study
The City of Springfield, Ohio

PROJECT DESCRIPTION
The City of Springfield is soliciting proposals from Consultants to provide a Feasibility Study for an Intermodal Transportation Center and Associated Parking ("Center") at a Downtown location. Present demands of planned and new construction, and interests in the area have led the City to consider and assess the feasibility of an Intermodal Transportation Center and Associated Parking. A Center will allow a traveler to change from one transportation mode to another to reach a destination. It will also allow space and facilities to serve these travelers (i.e. non-transit retail or other services). The objective of the study is to identify an ideal location and preliminary proposal for a facility by evaluating the opportunities and constraints of various locations. The intent of the Feasibility study is to evaluate the site in terms of parking and transit supply and demand, constructability, transportation infrastructure requirements and order-of-magnitude costs. The feasibility study should address all factors related to the design and location including transportation needs, benefits to downtown redevelopment, conceptual engineering analysis, cost, and right-of-way requirements.

Capacity to serve downtown transit and redevelopment is the most important factor in finding the optimum location of an Intermodal Transportation Center. It must be located in a place that is a logical focal point for bus service, shuttles and car pools. It must also be easily accessible by pedestrians, bicyclists and other transportation modes.

The Feasibility Study will help the City make decisions regarding the type, design and location of the Intermodal Center. Potential sites will be provided for evaluation and consultants will be invited to provide additional site recommendation. City staff has already determined three potential locations. Potential sites will be analyzed for fatal flaws and based on the results of that analysis, will undergo a site screening process and site comparison evaluation. At the conclusion of the Study a decision will be made to move forward with the Center or not.

Scope of Work

  • Work with City staff to identify the site evaluation criteria to be used in the analysis. These criteria will include the physical and developmental issues and capacity of an Intermodal Center that provides transit consumer and community.
  • Identify and evaluate optimal size and location of the Center and lot areas based upon a parking and transportation demand analysis of the land uses of the downtown area as it exists, plus what is presently being constructed, and planned to be built; and, as an additional, separate analysis, projecting the same kind of analysis over a peak-build out scenario of the study area based upon the Urban Renewal Area and downtown land use limits. This land-use based data shall then be compared with the availability and feasibility of land supply data.
  • Contrast the parking and transportation demand analysis demand and site supply analyses to determine if any conflicts exist between optimal placement opportunities for both demand and peak-build out for Intermodal Center locations and the parking demand requirements of the downtown.
  • Initial site evaluations should determine several feasibility factors for each proposed location and rank each site in order to identify the most optimum location.

Site Selection Meeting
Work with City staff to present the preliminary evaluation process and hear feedback and further inputs from staff and stakeholders to refine final recommendations for site selection.

Conceptual Intermodal Designs & Cost Estimates

  • Determine the recommended sites and optimal site orientation, number of levels, access points, etc. of the facility.
  • Provide functional drawings of physical solutions for two final sites to enable client basic visualization of the conceptual design and simplify construction cost estimates.
  • Provide cost estimates of the proposed facility (ies), with two or three alternative configurations: this includes demolition, acquisition, parking facility construction and ancillary development costs.

Technical Findings

  • Prepare a report summarizing recommended operational approaches and development concepts to enable City staff to plan for the development of the recommended Intermodal Center. The report should identify the potential locations for a Center, rank them, and provide: preliminary estimates of the costs of the alternatives; projected economic impacts of identified alternatives; and operational issues associated with the Center.
  • Address other associated information requested by City staff as related to the information developed during the period spent conducting the Study.

The Los Angeles Department of City Planning proposes to establish a pre-qualified list of on-call environmental consultants to prepare Environmental Impact Reports (EIR) for the New Community Plan Program, including implementing ordinances; prepare environmental clearance for General Plan Elements, General Plan Amendments, specific plans, nexus studies, facilities financing plans and implementing ordinances; and complete other task as needed to include CEQA compliance and other related environmental services.

The City of Los Angeles Department of City Planning proposes to establish a pre-qualified list of on-call transportation consultants to perform the following services either singularly or in combination: align transportation and land use policies and objectives so that transportation projects build off and inform land use decisions; utilize the Transportation Element, SCAG Regional Transportation Plan and Metro Long Range Transportation Plan to develop transportation programs and policies for New Community Plans; analyze multimodal transportation systems with the goal of maximizing mobility and access through transportation improvements; develop a range of transportation plans and studies including TIMPs, Nexus, TOD and parking studies; and complete other related tasks as needed.

Estes Valley Open Space Plan
The Town of Estes Park, Colorado

Purpose
To prepare an open space inventory and analysis for a 32-square-mile area comprising the Estes Valley Planning Area and to develop a plan for prioritization, protection, and acquisition of open space in the Estes Valley.

Scope of work

  • Inventory and prioritize existing open space based on scenic values, wildlife habitat values, and recreation/trails opportunities.

The Town of Estes Park has recently completed the Estes Valley Habitat Assessment. This report will inform the open space analysis, in particular, as regards to wildlife habitat priorities and connectivity. The Town will provide an up-to-date inventory of all existing public and private open space in the Estes Valley in GIS format (shape file).

  • Public engagement and consensus building.

Public engagement will be important to ensure the study accurately identifies the widely held community values and expectations related to open space in the Estes Valley.

  • Develop a plan to protect the highest priority open space.

This plan should thoroughly explore a range of tools and options for open space preservation, including funding mechanisms for purchase of land or easements, land use regulatory standards, cluster subdivision design standards, site planning design guidelines, etc. 

  • Study public trail connectivity, constraints, and opportunities.

Non-motorized public trail use should be considered to ensure that the open-space study includes trail connectivity in the prioritization of open space. Opportunities to expand or connect existing trails, or enhance the setting of trails should be identified.

The Town of Estes Park will provide an up-to-date inventory of all existing public trails and trail easements in a GIS format.

The anticipated budget range for this study is from $20,000 to $40,000. Consideration of additional services and work products beyond this budget range will be given to any proposal that specifically itemizes the additional services and associated additional costs. Award of the contract and notice to proceed is expected October 28, 2008. Town staff will be responsible for securing public meeting space, placing public notices, and other meeting setup tasks for all public engagement meetings.

Timeframes
Proposals are due by 5:00 p.m. Friday, October 10, 2008. 

The study should be completed no later than six months from award of contract and notice to proceed.

Greenway District Study
The Boston Redevelopment Authority, Massachusetts

The Boston Redevelopment Authority ("BRA") is issuing a Request for Proposals ("RFP") for a consultant team to prepare a Planning Study for the creation of a Rose Kennedy Greenway District in Downtown Boston. The consultant team will work with the BRA to develop zoning and development guidelines for the area, intended to ensure that the Greenway District is the most sustainable downtown in the United States. The primary emphasis of the RFP is the built environment and public realm.

The consultant team shall be multi-disciplinary with an urban design firm as the lead. The BRA is requesting proposals from consultant teams that have experience in urban design, urban planning, historic preservation, traffic and transportation, market analysis and financial feasibility, and development.

The RFP may be purchased beginning Monday, September 15, 2008 from the Executive Director/Secretary's Office, Boston Redevelopment Authority, Boston City Hall, One City Hall Square, Room 910, and by making a check payable to the Boston Redevelopment Authority in the amount of One Hundred Fifty Dollars ($150.00) non-refundable fee. Summary Description
Chesterfield County is located in central Virginia, immediately south of the City of Richmond. There are no incorporated areas within Chesterfield County's 447 square miles, and this comprehensive plan revision will apply to that entire area. The county has experienced significant population growth in the last thirty years, from a population of 141,372 in 1980 to an estimated 310,000 in 2008. Projected 2020 population is 386,400. Under the current comprehensive plan, an additional 102,200 residential units are projected to be constructed by plan build-out, an 86 percent increase over the 119,000 residential units in the county as of December 2007.

Originally made up of five area plans addressing issues mainly relating to land-use and transportation, the county's comprehensive plan has evolved into a collection of 21 "area" plans and five "countywide" plans, addressing public facilities, thoroughfares, water quality, etc. While the county's area plan approach has produced strong community-oriented plans over the years, there is now general agreement that many components of "The Plan For Chesterfield" are out of date and the plan lacks an overall comprehensive countywide future vision and development strategy, not only for newly growing areas, but for the county's established communities as well.

The purpose of the revision is to develop a more workable comprehensive plan that will:

  • Provide an overall future vision for the county
  • Educate the public and promote their involvement in the county's future
  • Guide the wise use of land and resources
  • Protect the environment
  • Promote employment opportunities
  • Preserve established communities
  • Guide property owner and developer decisions
  • Establish a factual basis for coordinated decisions affecting the future
  • Objectively anticipate future needs
  • Promote the most cost effective use of tax dollars
